The library service and even more the museum service made much progress during his period of office; he became a noted antiquary and local historian, President of the local antiquarian and historical society and author of The rise of Southend (from mid-18th to mid-19th century) (1957). He was responsible for the chapter on South Lancashire in the LA's 1938 Survey of libraries.
